We have a number of part-timers who occasionally work extra hours where needed. For example, one permanent part-timer works 64 hours per fortnight and job shares with a casual worker, who does the other day. Where the casual can’t do her shift the permanent part-timer works that day.

Does the permanent part-timer accrue annual leave on these extra hours worked or do they only accrue it on their ordinary time hours (64 hours per fortnight)?

Part-time employees only accrue annual leave on the ordinary hours of work, not work done overtime.
