The applicants performed caretaker and onsite management duties for a gated estate. They applied to the Fair Work Commission (FWC) for stop bullying orders against the Body Corporate Committee, Treasurer and Acting Chairman due to bullying behaviour that they alleged posed risks to their health and safety.

One of the applicants was so affected by the bullying that he attempted to end his life.
