Can an employee take unpaid parental leave before 12 months of service?

Q: We have an employee who is due to give birth before she is entitled to take unpaid parental leave, due to her being employed with us less than 12 months. She has requested to go on parental leave once she has served the 12 months, but this is after her due date. To cover the time between when she gives birth and when her parental leave kicks in, she would like to use annual leave. Can we deny her request?
