Can personal leave be denied where notice isn’t provided?

Q: One of our employees didn’t show up for work on his rostered day. The following day he explained that his absence was due to being hungover. He has applied for personal leave for the day. His manager doesn’t wish to approve the leave given the employee didn’t notify the business of his absence before his shift commenced. Can a personal leave request be rejected for this reason?
