Can we demote a poorly performing employee?

Q: One of our managers is not performing to the standard we require. We have raised the performance issues with the manager informally on several occasions. Due to lack of improvement, we will now need to move to a formal performance management process. Instead of this, we would prefer to offer him an alternative role to which we feel he would be better suited. This role, however, is a lower-level position with reduced salary. Can we do this?
